I have no idea what this little table or stand was made for. It is 5/8" thick steel. 4 1/2" across and 1 1/2" tall. The legs are bolts. It appears to have been made for small detail type work, maybe soldering or hammering, no clue. It is well made, heavy, over 2 lbs. and looks like it can withstand a lot of punishment and wouldn't move easily. Hand made.
