Nice ground or work clamp. Spring is very strong. The wire connector is in good working order. It is missing the little band that goes behind the wire connector(as you can see in the picture) that helps hold the welding lead in place. But you can use anything right there that can handle heat to do that.

They all have an inside diameter of 2.5" and they range in outside diameter from 10.75" to 11.5" Thickness of 3/8" The discolorazation is not heat treat. I was able to sand it off with very fine paper with minimal effort. The only numbers I found are: wppr1322D1 and 24 in the 11.5" one, and wppr5253C1 and W20 on the 10.75" wheel.
